How Officers Study Policy for Promotion in 2025

Promotion exams are still built on policy, but the way officers study in 2025 has changed. Manuals are longer, updates are more frequent, and many agencies expect supervisors to understand how multiple policies connect in real scenarios.

In practice, most officers use a mix of approaches:

  • Study groups on shifts or days off
  • Flashcards for key definitions and timelines
  • Scenario based practice where they apply more than one policy at a time

The biggest mistake is trying to memorize every sentence. A better approach is to understand the structure of the manual, know the most tested sections, and practice applying policy to realistic situations such as use of force, pursuits, and discipline.
